PROBLEM TO BE SOLVED: To prevent worsening of operability of an internal combustion engine during changing over of fuel, in an internal combustion engine using by changing over two or more kinds of fuels. SOLUTION: When a maximum estimated torque Tgaswot at estimated torque Tcal>CNG of present gasoline is obtained ('NO' at S116), torque down due to switching to CNG cannot be avoided, therefore, switching from gasoline injection (S104) to CNG injection (S110) is prohibited, and torque-down of an engine is avoided, thereby a sense of incompatibility is not exerted on a driver.
