<P>PROBLEM TO BE SOLVED: To inform an operator of the time that is detected based on environmental conditions and is required for the period until the state becomes capable of forming an image. <P>SOLUTION: A latency informing device 20 used for a color printer 1 for printing on a paper is equipped with a thermometer 26 and a hygrometer 27, a latency detection means 21a, a comparison means 21b, a display panel 22 and a sounding section 23. The environment of the color printer 1 is detected by the thermometer 26 and the hygrometer 27. The latency until the state becomes capable of forming the image is detected based on the environment detected by the thermometer 26 and the hygrometer 27. The latency detected by the latency detection means 21a is compared with a predetermined time by the comparison means 21b.
