PROBLEM TO BE SOLVED: To provide a vehicle turning device, and a vehicle turning method capable of suppressing the protrusion of a vehicle when turning the vehicle, and turning the vehicle in a narrow space. SOLUTION: In the vehicle turning device for turning a vehicle having a right front wheel 14FR, a left front wheel 14FL, a right rear wheel 14RR and a left rear wheel 14RL, a consolidated ECU moves at the turning center while the vehicle is turned in a vehicle inside area A<SB>O</SB>which is an area surrounded by a line extending the vehicular right-to-left direction from a front-most part of the vehicle, a line extending in the vehicular right-to-left direction from a rear-most part of the vehicle, a line passing through a right front wheel king pin position K<SB>FR</SB>and a right rear wheel king pin position K<SB>RR</SB>, and a line passing through the left front wheel king pin position K<SB>FL</SB>and the left rear wheel king pin position K<SB>RL</SB>.
