PROBLEM TO BE SOLVED: To provide a method for producing a rolling member, the rolling member and a rolling bearing, wherein a rolling fatigue service life, especially under severe circumference, such as high contacting surface pressure, is improved. SOLUTION: The method for producing the rolling member includes: a forming member preparing process for preparing the forming member composed of a steel containing by mass% of 0.6-1.2% carbon, 0.15-1% silicon, 0.3-1.5% manganese, 0.1-2% chromium and 0.1-2% vanadium; a carbo-nitriding process for carbo-nitriding the formed member at the temperature of A1point or higher; a first cooling process for cooling the formed member to the lower temperature than the A1point; a heating process for heating the formed member to the temperature of the A1point or higher and the lower temperature than the carbo-nitriding temperature; and a second cooling process for cooling the temperature of Mspoint or lower from the temperature of the A1point or higher.
