PROBLEM TO BE SOLVED: To provide a material for a coating for obtaining a normal temperature-drying type aqueous undercoating having an excellent anti-chipping property, without forming crack and also excellent in performances such as weather resistance, fouling resistance, close adhesion, etc., and a normal temperature-drying type aqueous undercoating by using such the material. SOLUTION: This material for normal temperature-drying type aqueous undercoating comprising a hydrophilic polyrotaxane having a ring molecule, a straight chain molecule forming an inclusion state of the ring molecule as a skewing state and blocking groups arranged at both terminals of the straight chain molecule and preventing the elimination of the ring molecule, wherein, at least one of the straight chain molecule and ring molecule has hydrophilicity, is blended suitably by 1-50 mass% based on coated film-forming components to make the normal temperature-drying type aqueous undercoating.
