A method for manufacturing tobacco with a green tea base is provided to remarkably reduce the harm of the tobacco on the body of a smoker or an indirect smoker. The method for manufacturing tobacco with a green tea base includes a collecting process of collecting tobacco leaves and green tea leaves; a sterilizing process of steaming and drying the tobacco leaves and roasting the green tea leaves a first drying process of drying the tobacco leaves in the sun and the green tea leaves in a hot wind drier a cutting process of cutting the tobacco and green tea leaves to be 1mm~5mm in width and 5mm~10mm in length a mixing process of mixing 60%~70% of green tea, 25%~35% of tobacco and 3%~7% of cigarette spice in weight a second drying process of drying the tobacco material in the hot wind drier for three days and a wrapping process of inserting the dried tobacco material into a tobacco material inserting unit, attaching a filter to a cigarette paper and wrapping a predetermined size of cigarette.
