PROBLEM TO BE SOLVED: To provide a transmission rate control method which can transmit uplink user data at any TTI when a transmission power offset is indicated by a common AG in a system where mobile station performs a transmission using different TTI. SOLUTION: The transmission rate control method includes the steps of : transmitting, at a wireless base station, a transmission power offset to a DPCCH of an E-DPDCH using a common AG to a mobil station; determining, at the mobile station, the transmission rate which corresponds to the received transmission power offset; and transmitting, at the mobile station, the uplink user data at a transmission rate which is less than or equal to the determined transmission rate by decreasing the number of HARQ processes to be used when the determined transmission rate is below a transmission rate in the case that the uplink user data are transmitted using a minimum TBS at every HARQ process.
