PROBLEM TO BE SOLVED: To provide a magnetic recording medium capable of making a recording layer thin in thickness, thereby being made high in recording density and to provide a magnetic storage apparatus. SOLUTION: The magnetic recording medium has an underlayer 11 comprising Cr or a Cr alloy and a recording layer 12 formed on the underlayer 11 and the recording layer 12 is formed by providing a RuB alloy layer 14 between first and second magnetic layers 13 and 15. The magnetic layer 13 comprises CoCr or a CoCr alloy, the second magnetic layer 15 comprises CoCrPt or a CoCrPt alloy and the first and the second magnetic layers 13 and 15 are anti-ferromagnetically exchange coupled via the RuB alloy layer 14. The RuB alloy layer 14 comprises RuB or a RuB alloy consisting essentially of RuB having an hcp structure, is epitaxially grown on the surface of the first magnetic layer 13 and epitaxially grows the second magnetic layer 15.
