PROBLEM TO BE SOLVED: To solve the problem that the risk of an illegal access from an unspecified terminal connected to a network exists, thereby the security level of the whole system cannot be kept high, since no authentication means for an external terminal device is provided which is connected to the network to issue a request via the network. SOLUTION: An arithmetic processing part 10 interprets the presence of authentication certification information for the external terminal device 2 of a transmitter, in a request telegram, when receiving the request telegram via a network interface 11 from the the external terminal device 2, receives the telegram when the valid authentication certification information is included, and cancels the request telegram when the valid authentication certification information is not included.
