PROBLEM TO BE SOLVED: To provide a device carrying out at least one of applying a fluid (P) to a surface and packaging the fluid (P). SOLUTION: The device (10) comprises at least one element (20) comprising a plurality of particles (22) and a portion (21) permeable to the fluid. The portion (21) at least partially composes the inner spaces configured to retain the plurality of particles. The at least one element is so configured that the plurality of particles comprise at least one substance and at least one substance has contact with at least one of a fluid and a surface which receives the fluid. Alternatively, the at least one element is so configured that the element generates at least one of an electric field and a magnetic field and at least one of the fluid and the surface is enabled to be subjected to the electric field or the magnetic field generated by the at least one substance.
