An insoluble oxide electrode manufacturing method which improves productivity considerably by simplifying the manufacturing process and reducing the entire manufacturing process time, and can coat an oxide layer on a matrix such that the oxide layer has an uniform and compact structure is provided. In a manufacturing method of an insoluble oxide electrode, comprising a pretreatment process of properly imparting roughness to a surface of a matrix by etching or sand blasting, a process of coating the surface of the matrix with a metal chloride, a firing process, and a cooling process, the method is characterized in that the process of coating the surface of the matrix with a metal chloride is performed by using the matrix dipped into an aqueous RuCl3 or IrCl3 solution as a cathode and using a prefabricated insoluble oxide electrode as an anode, and applying a DC power source to the cathode and the anode at a current density of 5 to 20 mA/cm^2 for 30 minutes to 2 hours. The matrix is titanium.
