PROBLEM TO BE SOLVED: To ensure distribution management of personal information according to not only a personal information management policy stipulated by a personal information generator but also management policies of all devices handling personal information in distribution management of personal information between devices.

SOLUTION: A personal information generation device 1 encapsulates personal information and a transmission policy and transmits the personal information capsule to a personal information using device 2. The personal information using device 2 receives, saves and uses the personal information capsule. Specifically, the personal information generation device 1 presents the transmission policy stipulated by a personal information generator. The personal information using device 2 presents a reception policy stipulated by a personal information user. The personal information generation device 1 and personal information using device 2 decide contract content about the personal information to be distributed to generate contract information. According to the generated contract information, the personal information generation device 1 distributes the personal information to the personal information using device 2.
