PROBLEM TO BE SOLVED: To adapt an ultrasonic measuring instrument, which is constituted to detect the surface vibration of an inspection target using Doppler effect, even under an environment that has high content of dust or the like, as in an iron mill or the like. SOLUTION: In the ultrasonic measuring instrument 1 equipped with an electromagnetic ultrasonic wave generating part 2 for generating ultrasonic waves in the inspection target and a vibration detecting part 3 for detecting the surface vibration produced in the inspection target, the vibration detecting part 3 is equipped with a transmission and reception part 28 for transmitting radio waves to the inspection target as a transmission wave (t) and receiving the reflected wave formed, by reflecting the transmission wave (t) by the surface S of the inspection target as a receiving wave (r) and a signal processing part 29 for detecting the surface vibration of the inspection target, on the basis of the Doppler frequency fd calculated from the frequency difference between the receiving wave (r) and the transmission wave (t).
