PROBLEM TO BE SOLVED: To achieve high cooling performance at low cost by applying a construction in which an air passage is hardly blocked by frost formation. SOLUTION: A closed refrigerant circuit where a refrigerant flows, is constituted by connecting a plurality of hairpin tubes, U-shaped tubes or the like. A plurality of fins 38a, 38b are mounted at intervals in the longitudinal direction of pipe conduits 39b of the hairpin tubes. Burring holes 40 and notches 41 to which the pipe conduits 39b are inserted are alternately formed at an air inlet side of the fins 38a, 38b at every arrangement pitches in the direction orthogonal to the airflow of the pipe conduits 39b. Positions of the burring holes 40 and the notches 41 of the fins 38a, 38b adjacent to each other are shifted from each other by an arrangement pitch of the pipe conduits 39b.
