PROBLEM TO BE SOLVED: To provide a polyester resin excellent in biodegradability, and capable of being processed to a fibrous structural material having a soft touch feeling. SOLUTION: This polyester for a binder fiber consisting of ethylene glycol as a major diol component is provided by copolymerizing each of 50-80 mol% terephthalic acid, 10-40 mol% isophthalic acid, 3-30 mol% aliphatic carboxylic acid and 0.3-1.5 mol% phosphorus compound expressed by formula (1):(R<SP>1</SP>O-)(R<SP>2</SP>O-)(R<SP>3</SP>O-)P=O ..(1) [wherein, R<SP>1</SP>to R<SP>3</SP>are each H or a 1-6C alkyl], and having 40-80°C glass transition point and 80-180°C softening point.
