In a mobile communication system using a conventional "upstream line enhancement", a hardware resource assignment in a radio base station is performed with reliability, thereby improving the radio quality. A transmission rate control method comprises a step in which only when successfully receiving upstream user data from a mobile station (UE), a radio base station (NodeB) transmits, to the mobile station (UE), a relative rate control channel (RGCH) by which to instruct an increment of the transmission rate of the upstream user data.
