PROBLEM TO BE SOLVED: To carry out file-coupling, without performing cleansing processing or name identification processing, even when the content of a coupling key is not unique during file coupling. SOLUTION: A control part 102 designates a coupling key item and a priority data item for priority decision, in the case of overlapping of the coupling key item. A sort part 105 carries out sorting on a file 103, based on the coupling key item, and carries out sorting on a file 104, based on the coupling key item. If there is overlapping records with overlapping coupling items, the sort part 105 carries out sorting, based on the priority data item for defining priority between the overlapping records so that a record in the uppermost level of the priority appears first among the overlapping records. A merging part 108 carries out merging of the sorted files 106 and 107, and as to overlapping records in the file 107, only the record appearing first is taken as an object of merging.
