PROBLEM TO BE SOLVED: To reduce processing for checking a linked party included in an E-mail. SOLUTION: An URL overwrite part 11 detects the linked party (URL) included in an E-mail 31 received from an E-mail dealer 30 to store it and transmits to a user 20 the E-mail which has overwritten a linked party via an access control unit 12 onto the former linked party. When the user 20 accesses to the linked party after the overwrite, an access control unit 12 takes out the stored linked party before the overwrite. Then, an URL decision part 13 decides whether or not the linked part before the overwrite is a specified site 32, and when it is the specified site 32, notifies the user that the linked party to be connected is the specified site 32.
