PROBLEM TO BE SOLVED: To improve gradation representation without being affected by movements of an image. SOLUTION: A multi-gradation image generation device includes a frame detection part 1 for detecting consecutive identical frames in an input image VIN and a dither processing part 2 for performing time-base dither processing based on rules independent per frame with respect to a plurality of frames of the input image VIN, which are determined to be identical by the frame detection part 1.
