PROBLEM TO BE SOLVED: To solve a problem of a high parts cost in a conventional flow control valve with a built-in porous member for subdividing bubbles in a fluid. SOLUTION: This flow control valve comprises a first opening 27 facing a valve chamber 25 of a valve housing 26; a second opening 29 formed with a valve seat 28 facing the valve chamber 25 of the valve housing 26, a valve element 30 movably held to close the second opening 29; and a driving means 31 for driving the valve element 30. The valve element 30 has at least one throttle passage 46; a first cavity part 47 to the center side of which one end of the throttle passage 46 is opened; a first port 51 allowing the outer peripheral part of the first cavity part 47 and the valve chamber 25 of the valve housing 26 to communicate with each other; a second cavity part 48 to the center side of which the other end of the throttle passage 46 is opened; and a second port 52 communicating with the outer peripheral part of the second cavity part 48 and facing the second opening 29.
