PROBLEM TO BE SOLVED: To provide a device for measuring eccentricity and a method capable of detecting the paraxial curvature center of an aspheric lens and observing a ring belt-shaped mark with a small-sized simple device constitution. SOLUTION: This device is equipped with a lens holder 11 for holding the aspheric lens 1; an air spindle 12 for rotating the lens holder; an operation part 26 for calculating the aspheric surface eccentricity amount and the aspheric surface eccentricity direction of the aspheric lens; an encoder 24 for detecting a rotation angle of the air spindle, and outputting the detection result to the operation part; a detection part 14 having an illumination optical system, for detecting the paraxial curvature center of the aspheric surface 2 of the aspheric lens, observing the ring belt-shaped mark 4 coaxial with an aspheric axis 8 of the aspheric surface of the aspheric lens, and outputting the result of detection and observation to the operation part; and an X-axis stage 21 for moving the detection part by control by the operation part in the direction vertical to the rotation axis 23 when rotating the lens holder by the air spindle.
