PROBLEM TO BE SOLVED: To easily switch transmitter/receiver communication modes even in a case where a maintenance worker is at a distance place from a site of inspection work. SOLUTION: The maintenance worker M is capable of accessing a monitor center side monitor device 6 through a public telephone line network 5 by means of a portable terminal 14 for setting the communication mode to an inspection mode setting part 10, and canceling the setting. The maintenance worker M is thus enabled to easily make an operation for returning from an inspection mode to a normal mode even at a distant place from the site of inspection work in a case where the maintenance worker M notices about having failed to return the communication mode after completion of inspection work.
