<P>PROBLEM TO BE SOLVED: To provide a technique for detecting existence of a person or motion conditions of a person without requiring excessive maintenance work indoors and outdoors. <P>SOLUTION: A plurality of compact wireless pressure sensors 200P having no built-in batteries are buried in a road surface 100. These pressure sensors 200P are arranged with small intervals to uniformly cover an upper face of the road surface 100, and measures pressure at an arbitrary position on the road surface 100. A control section 310 of an information providing device 300 determines existence of passers-by, locations of the passers-by, the number of the passers-by, and types of the passers-by (adults/children) on the road surface 100 on the basis of radio signals from the wireless sensors 200P, and changes information displayed on a display section 340 on the basis of the determined results.
