PROBLEM TO BE SOLVED: To provide a means for not limiting telephone calls or communication while mounting a function of preventing a user of a portable radio terminal from excessively using the terminal while paying a heavy communication charge. SOLUTION: A stopper 13 is provided at a position apart from a rotation shaft 11 of a hinge 3 by a predetermined distance shorter than a radius of a control plate 12, and usually arranged in a hole formed in a direction parallel to the rotation shaft 11 of the hinge 3. However, when the accumulated value of the communication usage of the terminal exceeds a usage upper limit which is previously set for the terminal, the stopper 13 is biased from the hole provided at the hinge 3 on the rotating surface of the control plate 12 in the projecting direction of its tip. Accordingly, the projection of the control panel 12 and the tip of the stopper 13 come into contact with each other on the way for the terminal to open a casing 2 from a closed state, and further rotation is prevented.
