PROBLEM TO BE SOLVED: To provide a terminal management apparatus for simplifying authentication processing in communication on equipment belonging to an equipment group when the existence of specified terminal equipment is confirmed concerning radio communication in the equipment group comprising the plurality of equipment. SOLUTION: The equipment group is constituted of a server 10, clients 20A, 20B, and a key client 30. The server 10 reads information intrinsic to an electronic tag which is mounted on the client, so as to confirm the existence of the client. In this case, when the existence of the key client 30 belonging to the equipment group is confirmed, the authentication processing for the radio communication with the clients 20A, 20B is not required in the clients 20A, 20B.
