PROBLEM TO BE SOLVED: To provide a coder and a decoder capable of improving the reproducibility of minute edges of input image. SOLUTION: A coding program 4 includes a multi-value data generating section 402; a dot data generating section 404; an edge detection section 406; a correction data generating section 408, and a code generating section 410. The multi-value data generating section 402 converts a binary input image into multi-value image data, having resolution lower than that of the input image. The dot data generating section 404 generates identification data for identifying a non-edge part of the multi-value image, on the basis of the multi-value image data. The edge detection section 406 detects an image part, corresponding to the edge on the basis of the multi-value image data. The correction data generating section 408 selects the edge image of the input image, on the basis of the detected edge part.
