PROBLEM TO BE SOLVED: To provide an information forming device that forms a specific magnetic characteristic on paper to form specific information on the paper by cutting off specific portions of a magnetic wire affixed to the medium to leave specific portions of the magnetic wire on the paper. SOLUTION: Specific portions of a magnetic wire 31 affixed to paper 30 is machined with a roller 33 rotatable along with a movement of the paper 30 which has on the circumference brought in contact with the paper 30 cutting blades 34 for machining the magnetic wire 31 affixed to the paper 30 and control blades 35 that are cutting blades 34 arranged so as to selectively project from the circumference of the roller 33.
