PROBLEM TO BE SOLVED: To prevent the deterioration of a flash memory by eliminating a rewriting operation to the flash memory at the time of re-executing a program, thereby shortening a period of time required for the re-execution. SOLUTION: An instruction code at a breakpoint on a flash memory designated by a user is extracted to be saved and an instruction is rewritten into an instruction code for stopping the program, the execution of the program is started according to an instruction from the user, an instruction saved in a prescribed first address on a RAM is written when the program execution arrives at a breakpoint for the first time, an instruction to jump to the next instruction of a breakpoint on the flash memory is written in the next to the first address, the value of a program counter is set in a first address of the RAM to reexecute the program, and the value of the program counter is set in the first address of the RAM in the reexecution of the program when the program execution arrives the breakpoint for the second and subsequent times.
