<p><P>PROBLEM TO BE SOLVED: To provide a policy distribution system, in which a client is capable of acquiring a policy from a server even if the server and client do not known addresses of their parties, beforehand. <P>SOLUTION: A presence notification receiving means 21 broadcasts toward a network 40 a presence notification, containing a MAC address of a terminal to which an agent 20, is introduced, and a value resulting from converting the MAC address into a hash value by means of a hash value computing means 23. A presence notification receiving means 31 compares the hash value, contained in the received presence notification, to a hash value resulting from converting the MAC address by means by a hash value computing means 33. If the result of the comparison indicates matching, a state notification transmitting means 32 transmits state notification to the agent 20 that transmits the presence notification.
