PROBLEM TO BE SOLVED: To provide a base member and a unit for fitting components in a fuel tank capable of improving operability by simplifying an fitting operation of the fitting components in the fuel tank and flexibility for arranging positions of the fitting components. SOLUTION: This base member 10 is integrally provided with baffle plates 20a and 20b, a valve 61 arranged in the fuel tank 1, a connector 62, and retaining portions 31 to 34 and 36 for securing a pipe 63. In the unit 50, the pipe 63, at which the valve 61 and the connector 62 are attached to the base member 10, is arranged bypassing the baffle plate 20a and secured through retaining portion 31, or the same pipe 63, at which the valve 61 and the connector 62 are likely connected to the base member 10, is arranged through through-holes 26a and 26b of the baffle plate 20b, and secured through the retaining portion 36.
