<P>PROBLEM TO BE SOLVED: To provide a fuel cell system enhancing judgement accuracy whether a fuel cell is in a state ready to generate electric power. <P>SOLUTION: The fuel cell system has an estimation function and a judgement function in a controller 120. The estimation function estimates the amount of ice on the inside of the fuel cell 10.
