PROBLEM TO BE SOLVED: To provide a device, a method and a program for estimating software development scale, for supporting estimation of the scale of software. SOLUTION: A model of screen or form is preliminarily registered in an application storage 15 as an application pattern. A pattern synthesizer 13 synthesizes a process model composed of optionally formed data with the application pattern to automatically generate an application model. An estimation model formation part 2 automatically calculates five functions from the automatically generated application model. According to this, since a function point calculation part 3 can calculate an unadjusted function without calculation of function by manual work, reliable estimation can be performed through a simple operation.
