PROBLEM TO BE SOLVED: To provide an uttering condition evaluating device which quantitatively evaluates the adequateness of uttering from various information of uttered voice obtained by voice analysis technique. SOLUTION: The uttering condition evaluating device 1 is provided with: a means which obtains sound pressure, a fundamental frequency and featured parameters that indicate frequency analysis result per unit time from digital voice data of the uttered voice of a person; a means which sets a measuring interval for every prescribed time interval; a means which obtains average sound pressure in the measuring interval; a means which obtains an average fundamental frequency in the measuring interval; a means which recognizes the uttered condition and the silenced condition in accordance with the sound pressure level and obtains an uttering speed for every measuring interval based on the appearance time interval of a plurality of uttered conditions being divided by silence condition, a means that recognizes the condition, in which the sound pressure levels being extracted as required by a voice feature obtaining means become equal to or less than a reference value and last equal to or longer than a prescribed time, as a pause and recognizes the condition other than the pause as an uttered condition; and a means which obtains the time percentage occupied by the pause in the measuring interval.
