PROBLEM TO BE SOLVED: To provide a water-based emulsion composition which hardly causes the aggregation or gelation even when contaminated with inorganic salts and is excellent in the resistance to salts and also gives a coated film having excellent water resistance and alkali resistance. SOLUTION: The water-based emulsion composition contains the copolymer particles obtained by the emulsion-polymerization, in the presence of an emulsifier of either a nonion-reactive emulsifier or a mixed emulsifier consisting of this emulsifier and an anionic emulsifier at a mixing ratio (a weight ratio) of the anionic emulsifier/the nonion-reactive emulsifier of from 0/10 to 2.5/7.5, of a monomer mixture containing (A) an alkoxysilyl group-containing vinyl monomer and (B) a polymerizable monomer copolymerizable with this vinyl monomer.
