PROBLEM TO BE SOLVED: To provide a device for judging tire cord heat treatment, while securing physical properties required for the tire cord (dip whole cloth), enabling the recognition of the most suitable timing for cleaning a blowing device in a heat-treating oven, and a method for judging the tire cord heat treatment and a program for judging the tire cord heat treatment. SOLUTION: This device for judging the tire cord heat treatment is provided by detecting atmospheric temperature based on the state of a temperature-measuring device installed in the heat-treating oven, further estimating a holding time P<SB>MAX</SB>for holding the temperature of the tire cord within the highest temperature range R<SB>MAX</SB>including the highest temperature T<SB>MAX</SB>of the tire cord during the heat treatment of the tire cord based on the detected atmospheric temperature, and in the case that the estimated holding time P<SB>MAX</SB>is lower than a prescribed threshold value, reporting the same.
