<P>PROBLEM TO BE SOLVED: To provide an information recording medium and a communication system, preventing unauthorized reading and unauthorized writing. <P>SOLUTION: An RFID tag 10 has: a processing part 12 having an antenna 13 and transmitting/receiving information; and a changeover control part 17 changing over a response mode to one response mode of a response prohibition mode prohibiting transmission of a response signal in the processing part 12 and a response permission mode permitting transmission of a response electric wave in the processing part 12 to a communication control part 16 controlling communication processing in the processing part 12. The communication control part 16 prohibits the transmission of the response signal for notifying the processing part 12 of specific information when the changeover control part 17 changes over the response mode to the response prohibition mode. As a result, the RFID tag 10 performs writing of information or transmission of the information according to only an instruction signal attached with the previously acquired specific information.
