PROBLEM TO BE SOLVED: To prevent downloading of useless information in a system for downloading road information such as traffic information possessed by an information center to a device carried in a vehicle at a constant time interval. SOLUTION: A device 10 carried in a vehicle detects a running status of the vehicle, and does not download traffic information from an information center 20 when it determines that it is not necessary to download the traffic information according to the detected running status. For example, if it determines that an area where the vehicle runs is the area of low downloading density of the traffic information, based on a vehicle position detected by a GPS sensor 3, the traffic information is not downloaded.
