PROBLEM TO BE SOLVED: To provide a ferritic stainless steel sheet superior in workability and heat resistance, and to provide a manufacturing method therefor. SOLUTION: This ferritic stainless steel sheet has a composition comprising, by mass%, 0.02% or less C, 1% or less Si, 1% or less Mn, 0.04% or less P, 0.03% or less S, 0.005-0.05% Al, 0.02% or less N, 13-20% Cr, 0.5% or less Ni, 0.5-2.0% Mo, 0.2-0.8% Nb, 3×(C+N) to 0.25% Ti, 0.0003-0.01% Mg, while satisfying the relations of C+N≤0.03% and Mn≥0.8×Si, further 1.1-2.0% Mo and 0.4-0.8% Nb as needed, and the balance Fe with unavoidable impurities. The manufacturing method comprises: melting and casting the steel having the above composition with a conventional method; hot-rolling it; then cold-rolling it without annealing the hot-rolled sheet; final-annealing it; and pickling it. The manufacturing method also includes controlling a reduction ratio in rough rolling so that a rough bar acquires a recrystallization rate of 50% or more before being finish-rolled, in the hot rolling step; and controlling the rolling rate of rough rolling to 80% or more and the rolling rate of the whole hot rolling to 95% or more.
