PROBLEM TO BE SOLVED: To provide a tension monitoring device capable of sensing a failure phenomenon involving possibility of generating a loose turn. SOLUTION: The tension monitoring device is equipped with a tension bar 10 able to rotate round a rotational fulcrum, a wire guide 11 installed on the tension bar 10, a spring 14 to apply its resilience according to the bar rotating angle to the tension bar 10 in the specified position between the fulcrum of the bar 10 and the wire guide 11, a potentiometer 13 to sense the rotating angle of the bar 10, a pay-out control motor 6 to control the pay-out speed of the wire so that the rotating angle sensed by the potentiometer 13 becomes the specified value, and a tension failure judging means 18 to judge failure upon comparing the rotating angle of the bar 10 with the preset reference rotating angle.
