PROBLEM TO BE SOLVED: To detect the distortion of a business form by measuring the distortion characteristics from the outline information on the business form of the acquired picture to compair with the registered characteristics. SOLUTION: The distortion determination device for a business form which determines the distortion of the outline of a business form on the acquired picture is provided with a side divider for obtaining a side dividing point, where the side of the business form is divided; a distortion characteristic extractor for extracting an angle of the line segments in an intersection of each line segment as a distortion characteristic, by connecting the side dividing points of each opposing side with predetermined corresponding conditions; a distortion characteristic storage for storing the distortion characteristic in a standard condition beforehand as a reference distortion characteristic; and a distortion determination part for determining the distortion of the business form by comparing the reference distortion characteristic with the extracted distortion characteristic of the business form.
