PROBLEM TO BE SOLVED: To facilitate waterproof layer repairing work by employing a method of rigidly connecting a frame as a foundation of a structure such as a roof floor greening device and a pergola, to anchor bolts driven to a substrate via an existing waterproof layer, to set the frame at a desired location without damaging the waterproofing performance thereof, and further superposing a new waterproof layer on the existing waterproof layer. SOLUTION: There is provided a frame device mounting structure on the waterproof layer, which is formed of the substrate 7, the waterproof layer 6 formed on a surface of the same, the anchors 5 driven into the substrate via the waterproof layer, the frame device rigidly connected to the anchors and arranged on the waterproof layer, and the newly added waterproof layer. The frame device as a bearing means or the foundation of the roof floor greening device, the pergola, or the other structure, is formed of a base board 2, a first casing 3 secured onto the base board, a second casing 4 detachably fitted and secured to the first casing, and retaining means 21 for pressing and pinching part of the newly added waterproof layer together with the base board.
