PROBLEM TO BE SOLVED: To provide an entry and withdrawal control system capable of holding convenience of an attendance while highly maintaining security by substituting a personal code number for a part or the whole of a telephone number of a cellular phone and an entry and withdrawal control method, controlling device and a computer program. SOLUTION: The entry and withdrawal control system is equipped with the cellular phone relating to the attendance and the controller controlling the unlocking of entrance and exit of the attendance, the controller receives the telephone number relating the cellular phone, a call is made to the telephone number to be received, and when it is confirmed that the call is surely made, a message required for an input is outputted, it is decided on whether or not the input to be received is a part of the whole of the telephone number when the input is received, and when it is decided that it is a part or the whole of the telephone number, a signal indicating the unlocking of the entrance and exit is transmitted.
