PROBLEM TO BE SOLVED: To provide an image forming apparatus free from contamination of an electrifying roller and also free from an image defect caused by contamination in a photoreceptor and the electrifying roller arranged close to each other in a non-contact state. SOLUTION: The image forming apparatus includes: at least an image carrier; the electrifying device to uniformly electrify the image carrier; an exposing device to expose the charged image carrier to form a latent image; and a developing device to develop the latent image formed on the image carrier with toner to visualize. The charging device has a charging roller placed close to the image carrier in a non-contact state. The toner comprises toner mother particles containing at least a binder resin and a colorant, and an external additive. When the toner is added to an aqueous solution containing a surfactant to be dispersed, the proportion of fee external additive released from the toner surface is 5 to 50%.
