PROBLEM TO BE SOLVED: To provide a binder capable of binding a bag by an adhesive tape without damaging the bag during the binding operation, and consistently delivering the adhesive tape. SOLUTION: The binder has a lever-type gate 35 to guide an adhesive tape 2 delivered from a tape bobbin to a guide passage 31, and a lever-type affixing member 37 to affix the adhesive tape to a bag-binding part S. When the bag-binding part S is inserted in the guide passage 31 and pressed against the gate 35, the affixed adhesive tape 2 is passed through the gate in a tensile state while the gate 35 is displaced in the retracted positional direction. Successively, when the bag-binding part S is pressed against the affixing member 37, the affixing member 37 is displaced in the retracted positional direction, and the adhesive tape 2 surrounds the periphery of the bag-binding part S. In the process of passing the affixing member 37, the affixing member presses the adhesive tape 2 against the bag-binding part S, and the adhesive tape is affixed to the periphery of the bag-binding tape.
