PROBLEM TO BE SOLVED: To provide a purifying agent for purifying soil or ground water, which is capable of treating organohalogen compounds contained in the soil or ground water at the in-situ position in an efficient, continuous and economical manner, as well as a process for producing the purifying agent and to provide a method for purifying soil or ground water by treating organohalogen compounds contained in the soil or ground water. SOLUTION: The purifying agent for purifying soil or ground water comprises a water suspension containing iron composite particles comprisingα-Fe and magnetite, and having an average particle diameter of 0.05 to 0.50μm, an S content of 3,500 to 10,000 ppm and an Al content of 0.10 to 1.50% by weight, and polyaspartic acid or a salt thereof.
