PROBLEM TO BE SOLVED: To provide a thermal head which does not lose an antistatic action of a highly conductive protective film and can inhibit a corrosion caused by a cell action, and a thermal printer using this thermal head. SOLUTION: The thermal head is equipped with a substrate 1, a thermal element 3 arranged on the surface of the substrate 1, electrode layers 4 and 5 connected to the thermal element 3, and the highly conductive protective film 8k covering a part of the electrode layers 4 and 5. In this thermal head, a low-conductive protective film 8t having higher specific resistance than the highly conductive protective film 8k, is interposed between the electrode layers 4 and 5 and the highly conductive protective film 8k.
