A command instruction set (4706) for a packet data modification processor has a format in which a packet address, if present, specifies an encapsulated layer within the packet (4710a, 4713a) and a location within this encapsulated layer (4710b, 4713b). The at least one command (4708, 4712, 4714, 4716) within the command instruction set (4706) specifies deriving at least a portion of a first packet from data taken from a second packet or the command.
