<p><P>PROBLEM TO BE SOLVED: To provide a recording and reproducing device provided with a winding mechanism which can stably wind a magnetic tape. <P>SOLUTION: The winding mechanism for winding a magnetic tape housed in a cartridge is provided with a reel motor (40), a clutch (50) and a winding reel (30). The reel motor (40) includes a disk and a rotor which can be operated independently of each other. The clutch (50) is attached to the rotor, and winds up a leader tape.
