PROBLEM TO BE SOLVED: To solve problems of the deterioration of a releasing property and the deterioration of heat conductivity on the surface of a heating device or the like which are caused by a heating member used for a fixing device for an image forming device that deteriorates image quality because a hot offset and a cold offset are generated by temperature changes on the surface. SOLUTION: The heating member has the base material 17 and a surface layer 15 wherein materials having heat conductivity are mixedly existing in a resin material having the releasing property installed on the upper side of the base material, and the surface layer includes the resin materials 42 in which materials having the heat conductivity mixedly exist, and includes the resin materials 41 in which the materials having heat conductivity do not mixedly exist. The resin materials 41 in which the materials having heat conductivity do not mixedly exist are surrounded by the resin materials 42 in which the materials having heat conductivity mixedly exist.
