PROBLEM TO BE SOLVED: To provide a method and a device for generating high intensity neutrons such as thermal neutrons or epithermal neutrons safely without limiting a use environment, an operating condition, etc. SOLUTION: Protons or deuterons are accelerated to prescribed energy with a ring-shaped accelerator.
